The turbo timer keeps the engine running after you turn off the engine, letting the entire engine cool down, not just the turbo. I honestly don't see why not all cars come with this stock. on the exhaust manifold just before the turbine. The idea behind a wastegate is to prevent the turbo from boosting too high. Putting it there allows it to "vent" excess boost accurately (it sees what the turbo sees), while still allowing the turbo to maintain it's peak desired boost level. Think of it like a "controlled leak" that prevents you from blowing up a balloon so much that it pops.
